Looks like PSD. The clip is the wrong size for an incomplete planchet.

Maybe a 1916 that had the date clipped off to make it easier to remove the 6 to apply over the 7 on a 1917-D

That cut on the cheek looks like it was made by the same edge that took a bite out of the rim. (Yum! Silver.)

I thought it was neat because in the chip it has the same design as there is around the whole dime! The ridges are the same.

are you sure you're understanding the question? that the "bite" has a reeded edge running along it as if it were machined out that way at the mint?

I would not have used the term machined to describe how the mint applies reeding. I am quite interested to see a picture of that too.
