Here is an explanation from the US Mint news site of changes for the proof version. I assume it's the same for UNC. This also has been posted on another ASE Type II topic.

Throwing my 2c in now. I just bought one at work today from one of our tubes. We bought about half a dozen rolls of them, and almost ALL of them had issues. All of the coins had issues on the dies themselves. Either what almost looked like rust, pinholes in the field, and rough spots and debris on the dies. Out of 4 tubes I graded a single coin MS-70. That's way, way, way below average.

What were the other grades and what grading company would that be? If its those types of issues, I bet you probably had to grade a few of them at mid to low 60s.... Insane...

I am personally much more strict than either PCGS or NGC when it comes to modern bullion, but I spend more time looking at a coin than they do. Other grades were on average MS-69 with extremely minor issues... except for the following Out of a mint sealed tube that I personally opened, 8 coins contained this exact imperfection by the CA of AMERICA on the reverse.  5 coins had this small pinhole mark on the obverse  1 coin was a mishandled coin and would grade MS-67. All the rest were MS-69, but had an abraded die issue in the skirt on the obverse. This was all but impossible to picture, and while not a technical deduction makes it so that it appears as a black spot when tilted in the light, therefor impacting eye appeal.

Eagle4Life coin, I know these are not always perfect, I see what may be a ding on Liberty left breast, on reverse a small black spot between eagle left wing and the s of pluribus and a white spot under the branch. Are these on the capsule or on the coin? When buying coins sometimes it's hard to tell if there's a problem with capsule/slab or the coin.

livingwater - I see what you are referring to in the pictures but I don't see them when I look at the coin under my phone's camera magnification. Could just be odd reflections in the plastic capsule.

If we resubmit the MS 68's back to Grape Collects Coins Graders will they turn to MS70? ;)
