Hi there. That's a token, but I don't know any particular details. A quick search showed one of those at auction a couple of months ago. I'm not very familiar with the auction sites and how to retrieve information on past listings.

Your are correct staircase...It is a 1953 "Canada Elizabeth II Regina Coronata MCMLIII Medal "...Finally found it on the net thanks to you telling me it was a token..
