Don't know who made them but I had identical rounds that I listed on ebay starting at $.99. They ended up selling for a tad bit over spot.

Found it, they were made by Northwest Territorial Mint

Similar to Panama mint rounds an bars. Just basic rounds as mentioned worth just over spot.....

FIrst Round seems pretty common.

The second Round might have been made by a different Mint, possibly United States Silver Corp. I cant find one exactly like it for sale. If there was only 3500 minted and most were melted down in the 80s it might be the last, hehe.
