At first glance this looks like a VAM-8 to me, but there are some interesting features I just wasn't finding at VAMworld. Is there a "spiked chin" variety for Morgans? This one has that, and something in between the lips as well. One small die crack on the obverse formed between the 1 and the star to the left through the neck. Die crack on the reverse runs from just to the left of the O in ONE to the eagles wing, then picks up again at the first T in states and runs to the second T in states. Die clashing in all the usual spots. What do I have here? Just added it to my date set.
Update: It almost is the VAM-7B, but the O in mine is lower and tilted right. Update2: Nevermind, I think I have it now. VAM-23
