As far as I know, details grading is done on coins with deteriorated surface. How do new coins get a details grading, and why ?

No details, one was submitted for a grade, one was just submitted for authenticity and a slab. Different cost. If you don't think you are going to get a 69 or a 70, (water spots?)
you just pay to get it slabbed.

Probably a mass submission coin. Large dealers can submit groups of coins and have them slabbed as unc but not individually graded. This is not a "details" grade as if it were damaged, corroded or otherwise ungradable.

Something is up though, looks to me like it is the same coin, with a different label photoshopped on.

I scanned it with my NGC label scanner. The label is legit, but it seems they are using a stock slab photo and just photoshopping different labels on it.

Ngc makes good pics, so there is no point Photoshopping, too complicated.
