The letters are wavy. Especially the 'F','D' and 'L'.

Any reason? I am really curious about this situation.

Whizzed? It might be helpful to post a picture of the whole coin, more people might be able to chime in. I do see some cleaning has taken place, in my newbie opinion it's an altered surface caused by some sort of 'buffing'.

Yes, it whizzed normally. The weight is 2.33g, diameter is 18mm.

This is quite normal for this date.Seems they all have "wavy" letters just a matter of degree.
"Dipping" is not considered cleaning...
