FPO = Fleet Post Office
I have not heard about DPO (Diplomatic Post Office?)
USPS does deliver to APO/FPO sometumes with a discounted Priority Rate.

If you ship a package in a APO/FPO boxes, and it does not have an APO/FPO address, those idfentifing marks will be marked out by the USPS, it happened to me once.
