It looks like it was put through a lot of heat with a torch. PDS. Nothing in the mint process could have caused this.

My bet is that someone took a blowtorch to it.

Looks more like one of those wood carving irons...cause a blow torch leave a nice ring around the affected area and not valleys that appear to be on your coin.
