Does anybody know when (what year) ICCS first release a POP report?

Many years ago, as a much younger coin collector, I attended a coin show here in Victoria. My collection was modest and the only 19th century coins in my collection were one cent pieces. As I wandered about the room I spotted a fellow, in the corner, with a small table and I wandered over. He was very friendly and he asked about my collection. After a short chat he reachd behind him on the table and said "Here's a coin that might interest you". Holding it by the edge he handed it over to me. Nervously I held it by the edges - it was a stunning, mint-state, early Queen Victoria half dollar. Not in any holder, just the coin. I can honestly say it is the only MS Victoria half I have ever held since that was not in a holder. He then introduced himself as Brian Cornwell. The year was 1982. He then handed me a copy of his first population report - a modest 10 page booklet but filled with stats, charts and studies. The 24 "survey contributors' were among the elite in their field. There was a small enclosed order form for additional copies of this 1982 first publication $5.00)and an invitation to pre-book the 1983 edition to include a "followup survey on the CONSENUS RARITY RATINGS of pre-1937 Original Gem Canadian and Newfoundland decimals. I wish now I had sent for that one! I will see if I can scan the cover and post it here. I wonder if I sent in the coupon now for the 1983 edition, would he send me one!

Slightly off-topic, but ICCS's first cert holder has the initials 'AJ'.
