Assuming the luster is at least normal for a '90-CC, I think it should make MS-63 pretty easily. The dark spot on the reverse and the softness above Liberty's ear might hold it back from a higher grade. The tiny rim ding at 12:00 on the reverse looks trivial and I don't see any other significant marks.
