I actually got this one in change today and noticed this on the rim on both sides of the dime.

So is this a MAD? it definately doesn't look like a PMD.

Looks like a very common wire rim caused by a strike slightly off center to me.

If it were a MAD, part of the rim would be missing, due to misaligned dies.

This is a very slight Misaligned Die Strike.

So how often do mis-aligned die strikes happen on both sides of the coin?

If they are, they are off center strikes. A premium coin. MAD coins are pretty much common. When the devices fall over the rim, then they get interesting to collectors.
