They look like Edwardian leaves.

Edwardian leaves.I look at the relationship of the date to the word CANADA. The 9 in the date will be
centered beneath the N in Canada with the Victorian Leaves Type. With the Edwardian type the 9 will be
offset to the right of the letter N.

use the leaf at 3 o'clock. If the bottom of the leaf is straight then Victorian. If contoured up then Edwardian.

Ok, thanks nickelsguy, I'll look more into the subtle differences using google images and compare the two.
