I'm Thinking this is a just a Die Cud but had to make sure.
It's between the Neck line and the P.

Not a Cud a Cud is when a part of the die near the rim breaks off. This looks more like a die chip on the die in that area.

Okay, Thanks. Is it worth holding on to or is this common?

Not really a premium for this. It is up to you whether you keep it or not. (I would spend it, but new collectors are intrigued by these things)

That maybe a bit of deep polishing to remove an imperfection from a die. Either way, it is no big thing.
Rest in Peace

A die chip is unlikely to respect the boundaries of the mintmark and would not be separated by a gap between it and the base of Roosevelt's neck. This is more likely a "bleb" -- the positive impression of a die erosion pit. It's a symptom of Die Deterioration.

Well...thank you! This is the first time I have hard about a "bleb"! I find some really interesting explanations when I Google that term!
