It's condition makes it hard to tell, but I think you might be right. The inside spread of the E in WE is the easiest for me to see. Nice find if it is.

Not really seeing the broken leg on the "R" but that could be from the wear. Here are a couple of images of one in somewhat similar condition if it helps any.

The notch in the G and the WE look similar. The R is damaged so who knows...
