Recently found several of this error while searching some original bank wrapped rolls.

The obvious "thing" at the top corner of the memorial looks like a die chip or a die nick.
But there's a bunch of fine lines running around that area too.
There's an obvious curved one connecting the bottoms of the I and C.
Others I see are:
-- the line connecting the "chip" to the leg of the R
-- the linear one from the back of the R to the E just above the lower _ of the E.
Peculiar.
A die adjustment at the Mint could be part of the situation.
It'll take someone more familiar with this sort of thing than I am.

I think Kanga nailed it pretty well. Your photo is very detailed, but showing the whole coin, obverse and reverse,helps us give a better opinion too.

Note the die crack all the way up the 12th column? That is a die crack that extends NE from there. Looks very faint towards the rim in the image. So I'm thinking this is a chip on the line of the die crack near the right cornice area. The die cracks on column 12 are common on the early Memorial dies.
