Found this coin jar hunting last week. I initially thought it was just chemical coloring. A close inspection shows the lamination peeled off and this is still probably chemical coloring.

It's paper of some type. Try soaking it in plain old water and then pushing on the edges of the color with a tooth pick.

Or try pure acetone, which works even better.

This is not delamination, just something stuck to the coin.

Yep, part of a paper sticker. Another lesson in go with the simplest answer, it looked like the coin surface was higher than the paper in spots but different near the raised text. I overthought the issue. Thanks.

My first clue was the eyelid that was showing through the paper on the coin. Circulation has worn that area off the coin.
