I have a 10 just like that from Richmond, same date too, but mines in pieces.

This shows all of the characteristics of a genuine CSA note in my opinion.

I'm having a hard time seeing the date and deciphering the serial number (7857 maybe). There are websites that list out the serial numbers of the common copies/counterfeits. My gut feeling is that it's legit. I have a $10 and while it's in better condition than your bill, it's still faded like yours.
