I was thinking PMD but some of the letters show in the messed up part

The reverse looks like grinder marks but the Obverse I have not a guess. You are right as the W and the E seem to be on that cut out portion!

I'm thinking your C is a reflection of something as you can see a reflection on the table below the cent.

With the gray color showing, I'm thinking PSD. Looks like to me it got caught in a coin counting machine.
