For me this is a thing of the greatest beauty. Is it silver? It looks as though it may have a hallmark on the reverse, but I can't make it out. The makers mark for Restalls was J.A.R.

Yes, it's silver. 6 hallmarks at the top of a reverse (a side with no pig).
I couldn't find any similar.
I found only information about mr. Restall from Birmingham.

Most likely it is 1900, since letter "a" is 1900 hallmark for Birmingham, while a lion is England, an anchor is Birmingham.
And J.A.R hallmark is for J.A.Restall.
