Yes, VG means (of course) Very Good, which equates to a coin with all of the basic details present although perhaps not quite sharply defined. The amount of wear allowed for a grade of VG depends on the denomination. I wouldn't be surprised if ICG called this one Fine-12/15 but it depends on the ICG era--it's not out of the realm of possibility that they gave it up to a VF-20 in a market grade moment of lower tier TPG madness, or a VG-10 in a moment of trying to appear to be legit company.
