Soo I've searched and can't quite find anything on this. Thinking it might just be damage but would like some other opinions since It affects the reverse also. Any help would be MUCH appteciated

Yes very good point. Since it also affects the rev, this is just damage. Also, I should point out that there may have been a slightly grease-filled die causing EPU to be lightly struck in places.

Maybe a pre-strike lamination. I have a few of these that the lamination falls off before the strike creating a weak strike on the other side of the coin.

I am in the boat with lawest. I have pre-strike Lamination that looks like this.

Note the wave at 6:00 on the obverse. Metal movement from damage, also squeezed though pushing outwards on the reverse.
