It could be water spots or a gas bubble. If there were a piercing of the of the plating that can also make a raised area when the zinc is allowed to get oxygen. What happened on the Jaw area? That might be a Grease Fill on that area. If it is any of these things, it still doesn't add a premium for the coin. Coin events.
