Not exactly sure what your question is but after increasing the size of the
photo, all I can see is damage.

99% of the time an incuse mark on a coin is damage. Only 1% of the time is it a mint error. Just a spendable coin. When a coin is damage, it is considered a cull coin. Not a collectable.
