Now to me, it looks like the 2nd strike is raised on the coin, therefore I vote genuine double strike...

I see several red flags here. Which strike was first and which one was last? Subsequent strikes should see preservation in the devices, not in the fields - but it is the other way around here.

One of the strikes has a full collar and rim, yet it is deformed. I am leaning more towards post-mint alteration with a soft die.

I will grant you it is a controversial coin. I would rather Mike explain it as he is more knowledgeable about it than I am.

'19' in the date appears twice.
I can see two sets of dotted circles on the reverse.

The planchet has shifted at least once after the first strike.

This coin is spectacular, and legit. Please remember that it has been over 12 years since I saw that coin in hand. I cant remember if there are 4 different strikes or 6. 2 of which were heavy chatter strikes.At least one angle strike confirmed with an American expert. Partial collar failure is involved and a cap at the end. Upon initial inspection I thought the same as Roger......but too much going on that you can not see in the images. Very cool coin.
