Found this a couple weeks ago in some Wheat Cents I have been going through and decided to ask what you all thought about it. Just curious whether or not this is just damage somehow or what. Thanks in advance!

I'd say it's damage, environmental or otherwise.

Yes to environmental damage, not a lamination issue.
