Below the E in ONE on the reverse. Looks like maybe part of a tellers' stamp maybe?

Thanks, John, I see it now. Can't think of any other reason. Must have been in a bundle and the edge of the teller's stamp missed the wrapper.

I agree with Coinfrog. It is a complete other kind of "2" use by the printing.
