Why do you think this coin would be from a SMS ?
SMS coins will look similar to a proof coin but without a cameo appearance and strike characteristics .

No The SMS 1964 do not look like a proof. 1964 is no proof like, at list till now, I never see one. You are right from the point of view of strike: two times, so the design is very well see. 1964 SMA is dull on look and not proof like.

1965, 1966, 1967 SMS has some proof like which TPG say CAM but in reality are not really CAM.

@Silviosi , Your right about the 1964 SMS , but I was trying to explain to OP that 1965-1967 SMS coins don't look like his Quarter .

So this is PCGS example of a regular strike. It is more like their sms example to me.

I can write here a lot for this. I understand you. First: On the O the hairs tail (I say like this) is complete different. the year digits are different, and etc.

The R first the EPU, then the leaves, then the feathers and go on. (head of the eagle, arrows tips, wings feathers and the letters)

A new image of the weakness/strength of the tail feathers on the various reverses on the 1964 quarters:
1964-Washington-Quarter-An-SMS?
The SMS 1964 quarter is a type 'A', with the weak tail feathers. The Type 'B' proof reverses are strong tail feathers. The type 'C' (1964-D example was not as strong as what I imaged) The Tail feathers are strongest on the type 'B'. Learn something new every day.

You are NEVER connecting on a 1964 SMS coin .
There are none in the wild or available any other way .
This subject of 1964 SMS coins is a candidate for banning
on the Forum . Right up there with the 1936 Canadian Dot
Cent and Dime .
