I'm not even entirely sure it's still legally worth one cent; it may be sufficiently damaged to qualify as "mutilated".

There's more than 1 cent's worth of copper there, in any event.

The horrific scratches absolutely kill any numismatic value of this coin.

A spender in my opinion. Maybe if spent it might kick-start a new collector down the road!
