Looks like environmental damage to me - maybe a metal detector find.

@mike, yes exactly what @numis said. We most often see this with coins previously buried: not a mint error but rather surface staining.

If it were an annealing issue, the coin would still have it original luster and be black in color. This coin is just stained.
