Looks like some serious laminations on the obverse. Streaking on the reverse is also a sign of improper alloy mixing - fairly common on these War Nickels.
Inordinately fascinated by bits of metal with strange markings and figures

Improper alloy mix and related lamination very common to War Nickels.
