That happens sometimes although less frequently do you see a CAC sticker on one like that. TPG cleaning calls are often the flip of the coin on borderline cases. The OPs example could go either way imo.

Pity cause the rev looks really nice. Thats such a rough looking cheek area tho and the cheek always draws so much attention. I cant answer the question but I'd like to slap the guy who did this to such a nice coin.
