Does the hole between the 'T' and the 'R' ...TRUST... indicated "Hardness Testing"? I believe they test for hardness in that location.
The third image shows the hole.

I'm thinking that it's just Post Mint Damage. You can see the pushed and displaced metal from the hit.

@bjs, the mint wouldn't test individual flans for hardness, nor would they test after minting. Rather they would hypothetically test the die for hardness. However, see here:
