Just my opinion...

It looks to me like it MIGHT be an RPM (not sure which one) on a coin exhibiting Machine Doubling.

I see a flat shelf on the D, the 6, the 9, and possibly the 0.

Flat and shelf-like = MD.

Hmmm...inside the "D" is intriguing...does MD normally appear there?

The lower serif of the mint mark may be a tilted RPM. But the top/inside lower horizontal bar date all have the same Machine Doubling in the same direction.

Re-checking it looks like Machine Doubling on a normal coin. The doubling is all in the same direction on the date and mint mark. But it can happen on variety coins. Both Machine Doubling and a RPM.

The mintmark appears to have a slight split in the lower serif, but is too minor to list. The rest is Machine Doubling.
