Is this caused by a filled die, letters are missing some parts.

No...not a filled die. The clash marks actually give it away. When you have a clash to remove, you polish the die. If you polish it too much, you remove details from the die. Remembering that the die is the exact opposite of the coins it strikes, when you remove the highest points of the die it removes the lowest points of the coin. In other words, die polishing removes details on the resulting coins from the bottom up. A Grease Filled Die fills in details from the top down.

We're basically talking about a case here where something is removed that should be there.

Filling a die with grease adds something that should not be there. The effect is very different.

Chuck is correct. The die was intentionally abraded. The thinning-out of the letters is a key diagnositc of such errors.
Error coin writer and researcher.
