Yes, it is Morse Code.
Consonants are dashes. Vowels, numbers, and non-alphanumeric symbols are the dots.
It was easy to convert into dots and dashes, but I was never able to determine an exact pattern to where the letter breaks should be.
Every time I thought I had a rule, it broke, so I opted to just tackle it by trial and error, one word at a time.
Once I had enough words to Google the quote, was able to back-fill the decoding process.

JBuck truly solved the puzzle including virtually all the clues! Totally well done!  Obviously the code was based on Morse code, with the dashes being consonants and the dots/dits being anything else but consonants on the keyboard. The only clue JBuck didn't get is "Sweet V". It refers to Sandburg's description of Chicago as the "City of Broad Shoulders". (Seen from behind thus giving an V shape to one's body. Tough one, I know!) My original intention was to give more clues on the quoter/author of the quote. Then I realized I wanted to actually give more clues on SOLVING the puzzle, so I didn't give anymore quoter clues. SO, the clue was left by itself, making it very tough to catch. And, Carl Sandburg was mentioned pretty early in the game. (And since no one actually asked me if it was correct, I did not confirm or deny the author's name!  See you for the next one!  The Kardashian sisters have a clothes line called DASH, clues for the Morse code. Well done to all! A super props to JBuck!
