I found this the other day CRHing and I think its some type of lamination error- maybe it was struck through oil? I had a really tough time trying to get a good picture so it might not be very good

its right there on the bottom and I have no idea what it is

My guess is lamination.

It does not add a premium to the coin - laminations have to be really unique to add a premium to a coin, and even then, collectors prefer 'undamaged' coins for their collection. There is limited-to-no interest among error collectors unless someone is building a date set of errors and need something to fill a given hole.
