It is among the coins for sale in my latest post. As far as rarity, no idea. There is no population data for errors. It is the only 1986-D Cent that I have seen, but in my opinion there would have to be quite a few out there. I think that it would be safe to say that the number is probably in the high hundreds or low thousands. Not an everyday error, but not exactly ranking among the rarest.
