So I have had this coin for a long time and have only recently noticed this. On the obverse of the coin, the bottom portion is very weakly struck and looks like a filled die. On the reverse, the 3 in 1913 is very weak. Can anyone confirm to me what exactly this is. Thanks.

Yep. It's a weak strike nothing more. It's not an error anyway. The next strike on these dies could be excellent. I don't expect, that the weak-stroken details were filled with something.
