Is there any way to tell who issued a coin? Because of Quintillus' short reign, I hear it was minted in several emperors reigns. Any way to tell?

I don't know of any records that say who authorizied the issue. I would think that even with his short reign one of the first things Quintillus would do wpuld be to issue a coin to honor hos brother.

So, should I label mine as 'Under Quintillus' 'Probably Under Quintillus' or 'Uknown Issuer'?

The "DIVO CLAVDIO" type was issued by his brother, Quintillus.
However this was much copied, and is often "lumped" together with the Unofficial Issues of Tetricus I & II as a "Barbarous Radiate" type.
Main way to tell the difference is the the quality of the design and the lighter weight.
