Appears to be minor rim damage.
Should not affect grade IMHO.

VF stands out to me but have to look at the photo-grade for it. I usually grade the dimes and quarters in my own collection. Just have one half. I am going to go VF-25 due to the strength of the pole but is probably more like VF-20 at least due to the letters. Not a fine coin, the shield and staff are stronger than that. That is an under-grade.
