Interesting one here on the President. Appears to be a very prevalent Adams Apple immediately west of his throat. Note how the last T in TRUST has a weak upper with no apparent scratch. Fairly significant amount of material comprising this area in question.

Die chip on throat. The mark on the head is from a coin wrapper damage. (the end that is crimped tightly damages the end coin)

Coop - I wondered the same thing...but the fact that there is apparent "daylight" between the "chip" and the throat device led me to think otherwise. Would this be an unusual placement for a chip since there seems to be "separation"? Thanks as always!

The chip is still on the field when it struck your coin. A few more strikes and it might reach the neck. Here is an overlay of a dime during a clash.

Possibly the clash might have made that chip start because the flame is in that area. (flame is incuse on the die)
