Can anyone explain these "2 dented dots" or maybe holes on this coin? Are any other coins struck like this?

I would guess PMD, can you show a closer picture of holes/dents?

PMD. My dad had used several aluminium coins to level some fairly heavy objects, and they ended up with dents not unlike these.
