Agreed, Valerian I. You should be able to clean it, but caution must be stressed because this coin is very low purity; Probably 20% or lower. I have seen a lot of Valerian and early Gallienus antoninianii that have been "pickled" by cleaning with lemon juice or another acid that is 100% safe on "good" silver.
