Looks like a chip. If it was on Liberty or the date it would be a Bar Nickel.

To me it looks more like a die flow area forming. You can see the die flow lines even on the bottoms of the devices. So they die was probably polished a bit to remove the flow lines, and the devices flow lines are still showing.

Yep, I think you're right as usual Coop. I can see it starting on the other letters too. Sometimes what appears to be "obvious" needs to be looked objectively.
