I believe the 1889 proofs, where a very small mintage number. Just checked, it shows 811. examples minted.

Still a very nice looking coin...looks like a clash mark by the eagles neck? Not sure if it's a VAM indicator or not? I'm not a VAM guy... smat |

Even a mis-handled proof would likely still some evidence of the mirrored finish.

Smat do you mean the black line below the eagle's head? If so, just a smudge.
Coinfrog thanks for that. I see many pictures of proofs PF60-62 that seem to just be gray with no reflectivity, but that's where I'm kind of mislead I suppose.

Not a proof. A proof coin has a mirror-like surface. Look for high-relief and the mirror-like field. You'll know a proof Morgan when you see it. The coin you have is a very well struck piece though.
