I'll say MS-62BN, possibly 63.

The spots on the obverse might hold it to 64 but technically I think it's MS-65 BN. Lovely example.

Spotting dooms this one to 63 for eternity, name your TPG.

Nice pickup. Coin looks undergraded.

The underlying luster has given the patina a nice satin effect.
Does the spotting affect the grade as well as the eye appeal? I am looking for the comments of others concerning this coin.
I seems to me, that the opinion of the TPG was influenced downwards by the spotting If so, I agree.

It was graded by icg if it was undergraded I probably still would not get it regraded never know they might grade it questionable color on a bad day or something never know. Lol
