I can't explain it but Mike D. has explained it a few times. There is a ghost image of the obverse on seen on the reverse somehow caused as the dies wear out. Again I don't remember how it happens but I do know that this is not a clash. It has something to do with incresing the strike pressure to extend the life of the dies. A vague outline of Lincoln's bust is transferred to the reverse die through the medium of hundreds of thousands of planchets (and strikes). It's very common on wheatback cents.
