There's a lot that can happen on coins to create the appearance of doubling. Seeing how there's other areas on the coin with this doubling, and how the mintmark looks pushed without clear separation of the marks...I'd say this happened during the minting of the coin. In other words, it's not a repunched mintmark. It's often called " Machine Doubling".
Repunched mintmarks show separation between the two marks. Here's an example from Canada:
There are many Swiss doubled dies - I have been hunting them for years. The occur mostly in the 5 and 10 rappen series. I am not aware of a publication listing them.
But that said - I agree with the preceeding writer that in this case I see Machine Doubling and not hib doubling.
