How does one count steps? If there's any discoloration, etc., does it count or not?

The step must go from one side to the other uninterrupted.

Find a modern proof coin (or photo) to see what full steps are.

I recommend that you look up some random nickel years on PCGS, then click the Full Steps tab. A proof nickel is going to be perfect, but in practice the TPG companies have some wiggle room for business strike nickels.

Incidentally, you can find a lot of perfect full steps 1999 nickels in circulation. That one has some nicks and damage.
